In 2015, the state began to pay attention to the water environment quality, issued the action plan for water pollution prevention and control and the "ten water items", and proposed for the first time that the number of black and odorous water bodies should be used as an indicator to measure the water environment quality. It is required that by 2030, the black and odorous water bodies in urban built-up areas should be generally eliminated. Local government departments have successively issued work guidelines, guiding opinions, implementation plans and other policies on the treatment of black and odorous water bodies in urban and rural areas. From 2016 to 2018, the relevant policies on the treatment of black and odorous water bodies in urban built-up areas were mainly released. From 2019, the relevant policies on the treatment of black and odorous water bodies in rural areas were successively released.

As an important measure to solve the problem of black and smelly water bodies, rain and sewage confluence transformation has been carried out in various places. The construction of the integrated intercepting well is simpler than the pressure gate intercepting well. Meanwhile, the water flow is large, and there are higher requirements for the measuring components such as the rain gauge and the liquid level gauge, The application of integrated shut-off well can achieve better diversion effect.

From the current market application situation, the proportion of rainwater and sewage confluence that cannot be treated by branch pipes to households and needs to be treated by intercepting well equipment exceeds 75%, of which the use of integrated intercepting wells accounts for about 10%. The government has made great efforts to renovate the confluence of rain and sewage and promote the construction of green water conservancy projects. The intercepting well is indispensable.
